The Luxembourg SME Packages refund 70% of a digital or AI project between €3,000 and €25,000 excl. VAT. Here is how it works, and whether your company qualifies.

Who qualifies

Four conditions.

Business permit

An “autorisation d’établissement” issued by the Ministry of the Economy.

Seat in Luxembourg

The company’s registered seat is in Luxembourg.

An SME

SME size in staff, annual turnover and balance sheet.

04

Not started yet

The application comes first. The project only starts after the Ministry’s decision.

You pay 30%.

The project must cost between €3,000 and €25,000 excl. VAT. The Ministry refunds 70% of the eligible costs after the project.

From first call to refund.

  1. Free check

    One minute online, then a call: do you qualify, which package fits.

  2. Pre-analysis

    At the House of Entrepreneurship, or eHandwierk for craft businesses.

  3. Quote + application

    We define the package and a quote of €3,000–25,000 with you. The advisers complete the application.

    The Ministry of the Economy analyses and decides. Then we start.

  5. Build + refund

    We deliver, you pay the invoice, the State refunds 70%.

Asked every week.

Who pays what?

You pay the provider’s invoice. After the project, the Ministry of the Economy refunds 70% of the eligible costs.

Is VAT included?

No. The project has to be between €3,000 and €25,000 excluding VAT, and the 70% is calculated on the eligible costs.

Can I start before the Ministry approves?

No. The application comes first and the Ministry decides on it. Only then does the provider start. A project that already started cannot be funded.

Do I have to go to the House of Entrepreneurship?

Yes. Every application starts with a pre-analysis at the House of Entrepreneurship of the Chamber of Commerce, or at eHandwierk of the Chamber of Trades for craft businesses. They complete the application with you.

Which package is right for me?

SME Packages – Digital is for digital marketing, management tools and e-invoicing. SME Packages – AI is for putting artificial intelligence to work in your processes. The free check tells you which one fits.

Who can apply?

Luxembourg SMEs with a business permit from the Ministry of the Economy, their registered seat in Luxembourg, and SME size in staff, turnover and balance sheet.
